Managing lots of data in resource files can be tough, but ReSharper does its best to help you with localized data. First thing you’ll notice is the support for Resx files in the File Structure dialog, which shows a convenient list of string identifiers and their content:

ReSharper also includes code inspections that can help you identify missing resource entries – for example, in cases where you forgot to declare a resource in the default culture:

ReSharper’s navigation features work very well for resources, letting you choose Go to Inheritor and Go to Base commands to move between culture-neutral and culture-specific resource files:

Also, keep in mind that the Find Usages (Shift+Alt+F12) feature works with resources – you can search for resource usage either from code or from a resource file:
